District rotations can change by teams agreeing to switch years up to host.  Another situation that can change this order is if teams drop out and later come back in.  If a team does drop out and later returns back into the District it will be placed into the bottom of the rotation.

The State A tournament rotates through each District.  Teams selected to host will be based on a tournament bid and selection process.
